OLD LYME PLANNING COMMISSION
REGULAR MEETING
THURSDAY, JANUARY 12, 2017
PRESENT WERE: Harold Thompson, Robert McCarthy , Alternate Todd Machnik seated for Edgar Butcher, Alternate Don Willis seated for Chris Kerr, and Alternate Babara Gaudio seated for Steven Ross.
LOT LINE MODIFICATION – OLD LYME LAND TRUST – 20-1 SHORT HILLS ROAD – 114-3 FOUR MILE RIVER ROAD
Christina Clayton, Former President of the Old Lyme Land Trust and current Board Member presented the application. Clayton reviewed the application with the commission as well as the drawings submitted as part of the application. She explained the Old Lyme Land Trust was purchasing 10.7 acres from Howard Tooker to be added to an existing parcel owned by the Trust. Clayton stated there is a survey of the property that the Trust currently owns but noted a survey has not yet been done of the 10.7 acre parcel being acquired.
Thompson noted that Keith Rosenfield submitted a memo to the commission dated January 10, 2017 stated he saw no reason that the proposed modification should not be approved as presented with the condition that the final plan (mylar) to be recorded in the Town Clerk’s office be signed and sealed by a CT. Licensed Land Surveyor.
Thompson also noted that the commission received a letter from Attorney Cassella dated January 12, 2017 that any approval granted by the commission should be conditional upon the submission of a survey showing the land to be conveyed as well as submission and review of a Deed showing the proposed merger of the two parcels.
Robert McCarthy made a motion to approve the application with the condition that a survey is completed of the parcel and a deed be created merging the two parcels and reviewed by Attorney Cassella prior to recording on the land records. Barbara Gaudio seconded the motion. The motion passed unanimously.
DISCUSSION – PLAN OF CONSERVATION & DEVELOPMENT – SALT MARSH ADVANCEMENT AND SEA LEVEL RISE
Harold Thompson stated there has been a lot of interest in the two changes proposed by the Planning Commission to the Plan of Conservation and Development. He further stated that he attended the December Zoning Commission meeting and based on the questions and responses from the Zoning Commission he directed that the legal ad be withdrawn from the New London Day for the advertisement of the public hearing for the two proposed changes.
Harold Thompson stated he has also had further discussions with chairs of other commissions with regard to the changes. He stated he found out yesterday that not all of the land use commissions had not yet received the referral that the Planning Commission had sent out in early December. He noted that he had spoken with Judy McQuade, Chairman of the Zoning Board of Appeals who indicated she had not seen the document but expressed concern about property owners elevating their property and the footprint and envelope not remaining the same.
Thompson stated he would like to schedule a workshop for all the land use commission members to attend to discuss the proposed amendments.
Harold Thompson made a motion to schedule a workshop for Tuesday, January 31st at 5:00 p.m. at the Old Lyme Town Hall to review the proposed changes to the Town’s Plan of Conservation and Development. Todd Machnik seconded the motion. The motion passed unanimously.
ELECTION OF OFFICERS
Todd Machnik made a motion to reinstate the existing slate of officers. Don Willis seconded the motion. The motion passed unanimously.
ANY OTHER BUSINESS OR CORRESPONDENCE
Harold Thompson clarified for the commission that the application that they had approved in November for the Corsino Property located at 124 Four Mile River Road pending an approval by the Inland Wetlands Commission has now been approved by that Commission and has no outstanding issues.
PLEDGE OF ALLEGIANCE
Harold Thompson stated that some of the town meetings are opened with the Pledge of Allegiance and he noted it has been suggested that this commission consider that practice as well. The commission discussed this option and agreed it was something they would like to do.
Todd Machnik made a motion to do the Pledge of Allegiance at the beginning of every meeting. Don Willis seconded the motion. The motion passed unanimously.
READING AND APPROVAL OF THE NOVEMBER MEETING MINUTES
Harold Thompson made a motion to waive the reading and approve the minutes as submitted. Barbara Gaudio seconded the motion. The motion passed unanimously.
